The client had been providing council services from three separate offices but had made a public commitment to reduce running costs by relocating to a single office within one year of the announcement of its plans. At the time the announcement was made an offer had been accepted for the purchase of land to accommodate the new offices, but the sale not concluded and only outline planning permission existed.
We reviewed construction possibilities and proposed the use of a modular building, as being the best way to achieve the target occupation date. Not only would the construction time be fast but with the limited design options, it was anticipated that an early planning application and tender process could be achieved.
The planning process raised a number of issues and threatened to delay the project. However, we arranged for additional surveys and proposals including green travel plans and landscaping design solutions to be delivered within the original consultation period preventing any delays.
The contract was on a design and build basis and the tender documentation built in methods to measure criteria beyond lowest price, ie delivery timescale, experience & resources. The programme we developed ensured that the timely completion of the project realised the savings that the council were seeking through relocation to an energy efficient building.
Thorough tender documentation and assiduous post contract monitoring ensured a final account within the contract sum.
