Breckland District Council is responsible for the upkeep of a large number of car parks. Their ongoing maintenance strategy allocates funding each year to resurface the car parks with the most pressing repair needs.
Daniel Connal Partnership provided cost advice, contract administration and Principal Designer 2015 services for car park resurfacing works in the Norfolk market towns of Thetford (Pike Lane & The Link); Watton (War Memorial); Swaffam (Pit Lane) and Attleborough (Edenside).
Initially offering cost advice to the Local Authority to enable them to set budgets and identify the car parks most in need of resurfacing, we subsequently provided contract administration services and acted as Principal Designer under CDM 2015 on the works. The contractor was MW Surfacing Ltd.
The car parks are used throughout the year for public events and were required to remain open on these embargo dates. We included details within documentation at the tender stage which specified the order in which works should be programmed to accommodate these dates. Careful programming also mitigated the impact of the resurfacing works in these market towns where available parking is limited, ensuring that some parking provision was maintained throughout the works, reducing the impact on local businesses.
We provided measured surveys of the sites and undertook design work to ensure the most efficient flow of traffic/ bay layout was achieved at each car park.
As Principal Designers (CDM2015) we advised on suitable systems of work to ensure safe access could be maintained to businesses and properties that were accessed from the car parks.
DCP’s wealth of experience in resurfacing schemes enabled us to provide precise costings for the work. We worked closely with the client from the outset of the project and offered appropriate cost advice which enabled them to create an accurate budget. We also recommended that core samples should be taken at each site. Whilst this does incur an additional cost at the outset of a project it can be invaluable. In this instance, it revealed one of the proposed sites to be unsuitable for standard resurfacing works. We were able to offer an overlay design solution.
